Oracle PeopleSoft

Retire PeopleSoft Without Losing Effective-Dated History

Migrate current workers and open items. Preserve the effective-dated history. Decommission PeopleSoft.

PeopleSoft HCM and Financials hold history as effective-dated rows, which is exactly what a target system will not accept and exactly what HR, payroll, pensions and audit teams keep asking for. That mismatch is why PeopleSoft environments outlive the programmes that replaced them.

    Where this normally starts

A move to Oracle Fusion HCM or Workday takes current workers, current assignments and the minimum history the target model supports. The effective-dated JOB rows behind them, terminated employees, historical payroll results and closed financial periods stay in PeopleSoft.

PeopleSoft then remains live for pension queries, employment verification, historical pay enquiries, tribunal and grievance evidence, and prior-year financial comparatives — with its database, application servers, PeopleTools estate and specialist support all still funded.

A Legacy Exit extracts the effective-dated history in full, preserves it in DataVault with the sequence and date logic intact, reconciles it back to source, provides searchable access through DataLens, and lets the PeopleSoft environment be retired.

    Architecture

Two flows, run by the same platform. What the new application needs is migrated. Everything else is preserved and made accessible, which is what allows the old environment to be switched off.

    Data in scope

Both pillars are commonly in scope, and they are usually retired together because they share the environment and the support contract.

    Job and assignment history

Full effective-dated and effective-sequenced JOB history, including every action and reason code.

    Personal and employment data

Names, addresses, contract data, and the history of changes to each, including leavers and rehires.

    Payroll results

Pay calculation results, earnings, deductions, taxes, and year-end records.

    Absence and benefits

Absence history, accruals, entitlements, benefit elections and pension-relevant records.

    Time and Labor

Reported and payable time, schedules and rules history where Time and Labor was in use.

    General Ledger

Journals, balances, closed periods and ChartField history.

    Payables and Receivables

Vouchers, payments, invoices, receipts and supplier or customer history.

    Purchasing

Requisitions, purchase orders, receipts and approval history.

    Attachments

Documents held against employee, supplier and transaction records.

    What makes PeopleSoft different

The parts of this platform that decide whether a retirement succeeds or stalls.

Effective dating is the whole problemEFFDT and EFFSEQ define what was true on a given date. Flattening to a current-state snapshot on extract destroys the ability to answer the questions PeopleSoft is being kept alive to answer, so the archive preserves the row structure rather than a point-in-time view.
Action and reason codesEmployment history is only interpretable with its action and reason code sets, which are frequently customised. Those code sets are archived alongside the history.
Payroll result tablesPeopleSoft payroll results span a wide set of related tables. Archiving the summary without the detail produces an archive that cannot answer a pay query, which is the most common historical request of all.
Customisation and PeopleTools objectsLong-lived PeopleSoft estates carry substantial customisation, including custom records holding real business data. Discovery inventories these explicitly.
Two pillars, one environmentHCM and Financials frequently share infrastructure and support. Retiring one while keeping the other rarely delivers the saving, so both are usually assessed together.

    How completeness is proven

Nobody signs off a decommissioning on the basis that the archive looks right. Each extract is reconciled back to PeopleSoft and the evidence is retained as part of the decommissioning pack.

    Duration and commercial model

An HCM-only PeopleSoft archive is typically weeks after discovery. Retiring both HCM and Financials, with attachments and significant customisation, runs longer; discovery sets the duration before implementation is committed.

Work is delivered as fixed-scope packages priced against the scope established in a Legacy Exit Discovery. Projects typically start from £25K. UK public-sector buyers can call the work off through G-Cloud 15.

    Common questions

Will we still be able to answer a pension or employment verification query?
Yes. That is the specific reason the effective-dated row structure is preserved rather than flattened. DataLens can return what an individual's terms were on any given date.
We are going to Workday, not Oracle Fusion. Does that change anything?
Not on the retention path. The migration path differs by target; the archive and access model does not.
Can we retire PeopleSoft Financials separately from HCM?
It can be scoped separately, but where both share an environment and a support contract the saving usually only materialises when both are retired. Discovery makes that explicit.
    What about our customisations?
Custom records holding real business data are inventoried in discovery and archived the same way as delivered tables. They are a common cause of surprise late in poorly-scoped retirements.
    Is this available through G-Cloud?
Yes, through Firstcron Services UK Ltd under G-Cloud 15.
